I can wrap my head around rating the research quality of a school (e.g., "wow, this school does groundbreaking science"). There's going to be so much variability past the top 10 and even that is not quite set in stone. The top 4 are somewhat clear cut in terms of how they are viewed for fellowships, but otherwise it's not that important between top 5-20. Not helpful outside of generally top 4, top 30, and then top 50. Some are in Microsoft Word format, which makes it easier for you to edit and tailor to your preference.
