When wotlk launched the game was on a completely different patch. Back then the class was literally designed so that you could tank or dps in any spec. We are playing on patch 3.3.5, where blood is the best tank spec, but all 3 specs are viable dps specs (with UH being the predicted best due to gargoyle snapshot, followed by frost and then blood).
