Sometimes, Steam doesn't download certain workshop maps and I honestly have no idea why. I can subscribe to them, but it won't ever download the map files even after freshly reinstalling the game, validating files, changing download regions; I've gone through the whole nine yards trying to get Steam to sync workshop content or at least see the map …
You could just build a PC to BO3 min specs and play custom zombies that way. It'll probably be cheaper than the PS5 and offer way more than the ability to play games. Not happening. It took over 10 years for them even to have cross play, I'm certain they aren't keen on letting customs on console.
