For the cost of it, you could just build a habitat instead, or take Hydrocentric and expand your planet and have better bonuses thanks to Aquatic etc. I don't think it's terrible, but it falls off IMO after your first few core worldsMastery of Nature has a fixed amount of research points it can provide as well as a fixed amount of tile blocker removal cost it can provide.
