Seems like you just want the quiet raid preset in the F12 menu (make sure you're changing the PMC spawn settings and not the scav settings). If changing those spawn presets disable spawning then it is installed incorrectly. "Quietraids- initial PMCs only" is the setting you wanna use in donuts.
Player scavs you can tell by how they move (and dont get stuck on walls) as well as how they shoot. AI rarely misses and 1 headshots often. Players miss often. As for telling them apart.
