In three other places in the service manual it specifies the torque as 110 ft. lbs. There is a chart on page 2.43 that specifies 120 for the lug nuts and 110 for the hub retaining nuts.

The 30 ft-lbs is just the starting place and the 1/4 turn is the amount of stretch. I don't bother with that and just torque to 70 ft-lbs and re-torque when ever I think of it to make sure they are still tight.
