Nov 11, 2014 · You are actually just clearing the merchant inventory from the Khajiit caravan that travels between Dawnstar and Riften. You would find their inventory empty, if you wish to trade with them. Merchants will reset after 2 days, but not if you are hanging around. To reset this chest you will have to leave the area for 2 days.

Go to the entrance of Dawnstar (where you start when you fast travel to Dawnstar) and wait 48 hours. Talk to the traveling Khajiit merchant. The chest should reset. If the merchant isn't there, just wait 2 hours at a time until the tent/camp shows up. Once that happens, the npcs will spawn a few seconds afterward.
