My kehra is 101k, that mission boss reads as 44k, yet it blows me out of the sky every time. Compare it's stats before and after combat, you'll see it becomes way stronger (hull jumps from 8k to 44k). Note that I am able to kill 74k mission bosses in explorers just fine with my kehra. Mission is definitely bugged.
