Cast before kill then kill quickly BUT you need a soul gem to hold the soul and if it's a person it's gotta be a black soul gem. Before they are killed. Cast it at them before they die, and make sure you kill them in 60 seconds. You can also cast it on dead bodies and power level it within 90 minutes.
