The 406 build will consists of a stout forged bottom end (of Course). AFR heads ( 195 for torque or 210 for balanced tq/hp), 10.5-11.0 compression, 750 or bigger carb, and Leaning for a 3000-3500 stall for street/strip Use.I would not use a 400 block. The 383 can be built with a much newer 350 block. In the past I could source a 350 4 bolt block, CNC clearance for 383, completey machined, bored with deck plate, deck surfaced, line bored, cam bearings installed. For about $700-800.
