My first hand experience with running these cars in the north east is that this is a misconception. I personally experienced a 5mpg drop in overall winter FE and more for strictly around town.

The improvement from Stage 2 tunes comes from the exhaust change. Stage 2 (IIRC) disables the regen process if you get the emissions delete. No regens mean less fuel wasted, and there are a lot less restrictions so the setup breaths better as well. And re: the old Jetta's getting better MPG, those were running 90~100 HP and 149~155 TQ.
