Island is lvl 17, I got quest from furball, talked to digger, clicked on exam spot and he's just standing there, asking if I made tools, no new area opened. I can't make the tools (no Island hawk's eye sand to craft 1st tool, and from some googling that seems to come from new area which didn't open)
