Parking lots on console. Some people were interested so i figure id post an image. To make them spawn you need the self sustaining commercial zones (greencities i think). Zone a 2x4 or 2x3 lot and eventually they spawn (2 squares touching the road, 3 or 4 deep). It could take a while.
