According to the strategy guide the chancellor doesn't sell the sunlight spear (rank 3 covenant reward) but does sell the other rank 3 covenant rewards that are needed to platinum the game. I think they do this to help out offline players like myself. +5 lightning dragon chime and 50 faith still gets you a good 600-800 damage with the spear line. I personally have never gotten sunlight spear. Thats about in-line with hexes, sorcery and pyro. Dark orb gets more uses but it only does ~500 with a dark sunset staff + 5. Sunlight spear is the same as lightning and greater lightning spear but it does about 30% more damage, but it takes 2 attunement slots and only gives 4 casts so imho it's not worth it.
