There's no relay for the A/C, the A/C solenoid is in the compressor and controlled by the PCM. Not sure if this will work with a Patriot, but on AC's that I've worked on in the past where the clutch wouldn't engage, I'd put in a can of freon by holding it upside down. That would usually give it enough charge to engage the compressor.

After inspecting the belt, there can only be two things left that could be happening: 1. The clutch is not getting a signal to turn on. This indicates some form of wiring problem. -or-. 2. The AC compressor is getting a command to turn on but is no longer able to, which would indicate that it needs replacing. 2.The HEVAC sends it's power via the connector you have found in the footwell to the fusebox where it operates Relay 3. Power from F27 is on one switch pin of this relay so when the relay is operated power flows to the Trinary switch and out to the compressor. Check that the relay is fitted and operating.
